In the 12 years that I spent on the council, I tried several times to get the council to pass a 21 ordinance. University of Iowa presidents Mary Sue Coleman and David Skorton also encouraged the council to pass such an ordinance -- along with the UI College of Public Health, the public school system and numerous others within the community. In fact, every piece of credible evidence presented to the council called for a 21 ordinance -- all of which the council ignored, choosing instead to listen to the bar owners and patrons of the bars. The Iowa City City Council is unwilling to enforce the law in the way that rational cities do: with ordinances providing that those who are legally forbidden to possess, buy, or consume alcohol cannot be admitted to establishments the sole purpose of which is to profit from selling them alcohol. (The Council and UI were even unwilling to support an ordinance that would have permitted them to consume alcohol illegally up until 10:00 p.m., but required them to leave the bars during the hours when the fights break out, from 10:00 p.m. until 2:00 a.m.) So it focuses on the number of underage drinkers found in the bars, and refuses to grant liquor licenses to the worst offenders. Auto graveyard shows results of drunken driving

— There are no tombstones or flowers in this graveyard. Weeds and tall grass prevail.

The cars themselves are as barren as the landscape around them. No longer possessed of wheels, tires or in many cases doors and quarter panels, the cars gathered here are a pitiful sight.

A few of the most pitiful ones, says the man who runs the salvage yard, came to him with stories more pitiful still involving drunken driving.

“This one was a rental car,” the man says. “The force of the impact was tremendous. It pinned the driver and I think, one passenger. The driver died. Not sure about the passenger.”

The man is Richard Perrazo, plant manager at Anderson Used Auto Parts Inc. on S.C. 29.

The car is a white 2007 Pontiac G6 with half its engine resting where the front seats should be.

Perazzo was a New York City police officer for 17 years. He discusses the vehicles that came to rest in his 31-acre yard with the detachment of a man who has seen hundreds, perhaps thousands, of car accidents.
